Put it in damp hair- when it's dry it will flake and when it's too wet it won't stay in as well.

You can put your gel on dry hair, but it won't tame your hair down as well as putting on wet. If you have a spray gel, it's just the same as normal pump/tube gel...just in a spray form. Just spritz it where you want it and style as desired.
