I'm guessing it turns liquidy, or thin, good chance your package has expired. Or someone has switched the product pieces while it was on the shelf, that happens quite a bit actually. But most likely out of date. On the instructions there should be an 800 number, most places are pretty good about sending you a replacement if there is something wrong with the one you got, or at least a coupon for half off.

you shouldnt be using store bought dye in the first place that stuff is bad for your hair even though it says there are no harmful chemicals in the dye it can still ruin your hair by drying your hair out and damaging your scalp. And im not sure why your dye turned into water unless it is expired dye???? I know having your hair done professional can be expensive but it is worth the money i only pay 80$ and i have my roots done and two or three different foils put in plus i get my eyebrows waxed and dyed.
